Senator Sabina Flores Perez is a dedicated public servant, environmental advocate, and policy leader committed to reshaping Guam’s future through bold, community-driven solutions. In the 38th Guam Legislature, she serves as Vice Chairperson of the Committee on Economic Investment, Military Buildup, Regional Relations, and Regulatory Affairs. She is also a member of the Committee on Land, Environment, Housing, Agriculture, Parks, and Infrastructure, as well as the Committee on Child Welfare, Youth Affairs, Senior Citizens, Women’s Affairs, and Disability Services.
With over 15 years of grassroots advocacy, Senator Perez has fought to protect Guam’s natural and cultural heritage, leading efforts to secure clean water access, defend self-determination at the United Nations, and safeguard the island’s ecosystems through her work with Prutehi Litekyan.
Senator Perez made her mark tackling Open Burn and Open Detonation (OB/OD) and PFAS contamination issues, and has led a comprehensive overhaul of Guam’s procurement laws to strengthen transparency, accountability, and public trust.
Senator Perez has championed sustainability from the 35th to 38th Guam Legislatures, advancing clean water initiatives, stronger environmental protections, and community-driven conservation. Her leadership focuses on safeguarding Guam’s natural resources, promoting renewable energy, and ensuring responsible development to build a more resilient and sustainable future for the island.
Legislative Achievements
A Strong Record of Environmental Protection
Led the Water for All Campaign, securing access to safe drinking water.
Overhauled the Safe Drinking Water Act and introduced regulations on PFAS, ‘forever chemicals’ to safeguard public health (P.L. 35-115).
Passed Public Law 36-139, stopping the Department of Defense’s open burning of toxic waste.
Preserved Guam’s native forests and biodiversity while preventing wildland fires (Bills 293-35 & 314-35).
Established the Ordot Dump Reserve Fund to meet U.S. EPA Clean Water Act requirements.
Advancing Renewable Energy & Sustainable Development
Promoted Guam’s transition to clean energy, energy-efficient products, and zero-emission vehicles (P.L. 35-45 & P.L. 35-81).
Passed Bill 1-37 to protect homeowners and businesses from unnecessary tax increases on solar panel installations.
Ensured Guam’s compliance with EPA sulfur dioxide standards (Bill 101-37).
Upgraded building standards to significantly boost energy efficiency in new and renovated structures, laying essential groundwork for integrating more renewable energy across our communities (P.L. 35-145).
Community-Centered Policy & Economic Equity
Encouraged local economic growth and shared ownership by establishing a legal framework for for-profit cooperatives, empowering community-led businesses to thrive while preserving Guam’s communal values (P. L. 37-147).
Passed laws to streamline the removal of abandoned and junk vehicles, improving public spaces and safety (Bills 104-37 & 182-37).
Worked to diversify Guam’s economy, promote early literacy, and improve access to affordable housing and healthcare.
Introduced bills to protect youth and promote public health by strengthening tobacco and vape regulations, increasing accountability, and supporting a move toward safer, nicotine-free communities (Bills 195-37, P. L. 37-90 & P. L. 37-79).
